Selling a non registered car?

So I was wondering if it is possible to sell a car that isn't registered because it isn't in "use" or is it safe or allowed?

Or does the car need to be registered again before selling?

Not sure what you mean by registered, like license plate or insurance? .. but I assume that as long as you have the title to the vehicle you can.

like registration for the tags with DMV on the license plate with the year of registration for example, "15"

If YOU own it You can sell it. It's up to the new owner to get it registered. In CA the seller is supposed to get a passed smog check 1st but that rarely happens.

This. Make sure to have a bill of sale as well.
