Legally, yes. But the vast population will look at it and drive it like a 3 wheel car. Maybe TATA should also classify its 4 wheel small car as an autocycle and bring it to the USA.

TATA could only do that if they took one wheel off their Nano small car. As I understand it, 3 wheels is a motorcycle/autocycle, 4 wheels is a car (and have to meet car crash test standards).

I will definitely be interested in seeing the crash test (if they perform them, which would be a smart thing for them). Not a bad commuter for under $10k. Although, a used Prius C could be had for under $15k and get ~50mpg and a lot more space.
