That looks like a first-generation Kia Sorento.
If not for for the clearly American-style rectangular license-plates, I'd have guessed that video comes from somewhere in Russia, where we often see that kind of nonsense in videos from drivers/passengers who hit the vodka.
Agreed....I also like the music, except it wouldn't have been funny if that sap had gotten hit by traffic and injured or killed.

Agree with Mike that luckily no one got hurt...
but man, the Benny Hill song and the Sorento going in circles at low speed avoiding parked cars, traffic is too funny.
