Guys......that kind of stuff may look gaudy or overdone today, (and I agree it's not my cup of tea). But keep in mind that custom wheel-pants, flame-decals, chrome hang-on accessories, chopped roofs, moon-disc wheel covers, etc.....were all the rage among rodders and customizers from the late 1940s well into the early-mid 60s. After that, of course, a number of the 60s/70s-vintage muscle-cars came from the factory with their own graphics/racing-stripes, spoilers, etc.....even Road-Runner cartoons.

The thing that all of us have in common with this person is that we love our cars. Although it might not be the most pleasing to your eyes, to the owner it looks like he has taken great pride in his car and it shows. The car looks super clean and he probably has maintained it well judging by the look on the outside. When is the last time you saw a late 90's Taurus that wasn't a SHO that was this clean? Most I see have no clearcoat left, or much of it faded off, blown shocks, bald tires and boogers/dog slobber all over the windows.
So knock him all you want, but he has more in common with CL peeps than the average Taurus owner

I gotta admit, though, I've never seen a customized SHO before...at least not to that extent. But, on the other hand, I don't go to the SEMA shows....there might have been some there.
