This is one reason why, IMO, moped-riders should have the same rider-training (and the same motorcycle license) as for other larger and more powerful two-wheeled vehicles. A number of states, here in America, exempt mopeds and/or other bikes/scooters under 5 BHP from licensing and registration requirements. So, you've got a bunch of young teens and pre-teens riding them that have little idea of what they're doing.
