I've read ( on the internet so take it with a grain of salt) that the laws are so terrible in Russia the only way to protect yourself asa driver is to provide proof.

As a russian, the reason why they have so many dash cams, insurance over there is not like in America. Not every1 has insurance and even the insurance companies sometimes dont do everything they should. Also this police there kind of do whatever they want this helps them also when they are being stopped or fined for no reason.

Although it might be stretching stereotypes a bit, that's what generally happens in a society that lives off of Smirnoff. And, unfortunately, there are also a good number of moronic and/or intoxicated drivers like that right here in the U.S.

Again, not to stereotype, but alcohol looms large in Russian culture and alcohol abuse has gotten so bad that the average annual male intake of alcohol had risen to 4.8 gallons of spirits per year, more than TWICE that the World Health Organization experts consider "dangerous". In 2007, more than a half million deaths in Russia were attributed to alcohol. Now that's a serious problem.
A friend who was an aerospace engineer in Russia for many years, told the story of ground crews draining the fluid out of the landing gear struts on aircraft in Siberia. It was heavily laced with alcohol for freeze protection, and the crews would pilfer it overnight so that in the morning, aircraft would be sitting on collapsed gear and could not take off until they'd been jacked up and the fluid replaced. There had been some debate on putting a powerful poison in the shocks to eliminate the problem, but cooler heads prevailed. It seems they might have faced a labor crisis with NO ONE available to service aircraft if they killed off too many workers. Eventually they set an armed guard on critical flights - to defend the shock absorbers against pilferage.
If you look at the dashcam footage, it appears that almost all of the incidents recorded could be alcohol-related. Combine that with high speed, poor enforcement of traffic laws, and mix in the average amount of sheer stupidity common to drivers everywhere, and you arrive at a motoring environment that is dangerous to your health.
