Time to cross that DE neighborhood off the list. Been there, done that, and pissed UZ214 in the process. I keed I keed. 
I'd be angry if some jerkoff woke up my child as well. Hopefully it doesn't happen again or if it does you or one of your neighbors are able to get the pertinent info.

Out of Warranty
My old, once rural neighborhood has some serious deterrents to street racing in the form of deep ditches located close to the pavement. When that didn't keep people from seeking escape velocity on the clear, arrow-straight 3/4-mile road, we petitioned the city for "speed humps" that now allow visitors to our neighborhood to achieve some serious air when passing over at speeds in excess of 45 mph. Still we have a few who not only tempt the laws of physics by exceeding the posted limit of 30, but abandon any kind of sense at all with approach speeds in excess of 70. Upon re-entry the ditches still do the clean-up work, and the culverts provide a good backstop, holding the wreckage until the cops arrive.

Just keep an eye out for him around town and if you ever see him just ask him to not do it anymore. You'd be surprised that if called out people stop doing it pretty quickly.
Otherwise dig a 5 foot deep hole and fill it with LYE. Next time he comes throw some rocks into the street so he has to stop. Hit him with a shovel and stick him in that lye pit. 5 days later no evidence left.
Personally option 1 is the best, but w/e floats your boat I guess.

Cruising around a neighborhood at 15mph is scary to me sometimes if there are children playing or people jogging. I can't imagine 30.
I can't believe I was so stupid to do some of the dumb **** i did when I was younger though
