Go through the DMV website.
https://xml.dmv.ca.gov/IppWebV3/welcome.do

FYI, I had more issues with the law with personalized plates than without.

if your license is COPSSUK or SPDMSTR then you might get more tickets.

Yes, common sense should prevail.

In most states (as here in VA) a true personalized plate (where you actually spell it out) not only costs more up front but adds an extra cost every year or two to renew it as well. It is up to you if you feel it is worth the added cost or not. As far as I know, it can legally be done only through DMV. Some states, though, give you free or reduced-cost plates on an antique car...that may lower the cost somewhat if your car is 25 years old or more....the antique-car threshold in many states.

I just get police memorial plate's, they tend to keep the man away from me.

I think that if I were a car thief, I would be much less likely to steal a car with personalized license plates due to the ease of identification. Well, that's how I justify all my personalized plates!

Hmmm...I don't get in toooooo much trouble. In 2009 I only got pulled over 4 times for "suspicious activity". Keep in mind that the truck looks the way it does.
