Out of control!!

Im thinking that blinking is from the reflectors. Light from the sun boucing off of it coupled with the angle and how the camera is moving toward the car.

Far too methodical and there is a pattern to them for the blinking to be random reflections in the sun. The owner programmed his LEDs to do that.
