Older 'Vettes are in high demand as collector's cars. The body style you see here ( the C3 ) was built from 1968 to 1982.....there was no 1983 as such because the C4 was introduced as an 1984 model.
The fiberglass body is one of the reasons for the demand for used ' Vettes because, of course, it prevents body rust, dents, and corrosion. However, if it DOES need any kind of repair or paint, that can be quite expensive. ( Just ask insurance companies ! )
Used ' Vettes also take a lot of time and effort keeping everything screwed together. They are notorious rattle-and-squeak cars from body shake, chassis flex, and loosely attached parts. T-Top models can quickly develop air and water leaks overhead.

WOW these are nice. My friends dad back home had the WETTEST Black Stingray I have ever seen in my life. It seriously was like a mirror. That thing was always in the garage. He was fully restoring it. He told us that it wasnt near to being completed as far as cosmetically. But the only thing he pointed out to was was a chrome trim around the windshield and he was pissed about it. This guy sure loved that car. I honestly dont think he drove that car. It just sat in the garage looking soooo sweet.

I think the 350 refers to the displacement in cubic inches, while the 190 is the HP.
