I hate to do this but I have exhausted my resources..

I just did a gte vvti swap and everything works except I am having a stalling issue, when you come to a complete stop and tap on the gas , the rpm goes up and when it drops it just fall on it face and stalls out.

O2 sensor I wired properly.
TPS is working properly
Maf is working properly.

I am thinking it's the location of the maf sensor, it's right after the TB right in front of the P/S pump.

Where is the best placement for the maf sensor on Single turbo setup? The car has 6266 Pte and stock injectors, Stock ecu no piggyback in a 99GS300.

The factory location is before the turbo. I would move it there and see what that does for you.

That was the first location we tried and the car will run like crap... and ive seen couple people run it there

mines in the same place yours is and it runs perfectly. stock fuel/ecu.

You need a recirculating blow off valve.

This is how mine is setup .. Im also running the same setup as u 6266 blitz ecu and stock injectors. My car was doing the same thing and after a while it got better and better. as it relearning.

It's definitely your blow off valve not being recirculated.
