I have the same downpipe, I welded the Marmon flange right onto that flange, so no cutting.

Ya I was thinking about doing the same. I'm not a fan of the Marmon flange.

I have the same Tial 44, i have all the springs. They are color coded.

So let say if I want 10 psi, and it calls for 2 springs, I should join those 2 springs together, right?

Check this site out for spring combos. I was unaware of the spring combos until soarer mentioned it.
