It's a single stage paint.
The supposed reasoning behind it was that scratches on a single stage black paint don't show as much as scratches on clear coat above black paint. It's possible that Toyota may have had different reasoning for going single stage with the blacks, but that's just the reason that I was told.

202 Black Onyx is clear coated for 2001 vehicles and beyond I believe. My black onyx GS definitely has a layer of clear coat on top. Before 2001 I believe it was single stage/mixed for black Toyota's/Lexus models.
