Treating rust

Any idea the best way to treat rust? The inside of my LS460 sunroof has rust on it, on the front edge along the left and right sides.

Here's a photo, sorry for poor quality:

Similar on the right side.

Assuming it is mostly surface rust, If you really wanted to repair that you would have to sand away all existing rust then repaint. Otherwise, replace that piece.
