if the dealership offered to fix the area for free, then i'd take them up on the offer and see if the problem is resolved. if the problem isn't resolved, then there is a clear paper trail that would place the dealership at fault should the results turn out worse than the panels look now. take extensive before and after pictures and you should be fine.
don't, though, spend $1-2k before seeing what the dealership can do.
i wouldn't wetsand at this point either as you really don't know how thin the clear coat is and that may have to be repaired after you've wetsanded it off leaving the panels exposed thus causing more damage.

Having painted enough cars and parts of cars in my life, and hanging around body shops a lot, it appears to me that either they didn't spray enough clear (2nd coat should be a "wet" coat with gloss matching oem paint) or they used a lower grade clear...or both explanations at the same time, is of course also possible.
If they didn't put enough clear on the panel you certainly DON'T want to wetsand it.
