actual consequences of painting over surface rust ?
who here has had a small rock chip that started to rust, and just painted over it with a dab of touch up paint?
did the rust really come back?
theoretically, if it just started to rust, it should only be on the surface. and without moisture and air, it should not rust any further.
now, if you touched up enough- blobbed up, then wet sanded flat, and perhaps sealed with clear coat- I would think that the paint is thick enough to prevent moisture and air from reaching the metal and rusting again.
so, back to the original question.......... anyone ?
real evidence please.

when I bought my car there was a chip on the trunk edge about mid point level of the brake lights that had some rust.
I mentioned it to them and they fixed it but in hindsight, I should have just done it myself. Pretty sure they just covered it with touchup paint without sanding the rust off first. Now that I'm OCD about detailing my car, I do check it from time to time to see if anything is happening there and so far since Apr '10, it appears ok.
If you are doing it yourself though, I'd sand off the rust first using a sanding pen before using touchup paint.
