Buy some Eagle 1 wheel and tire cleaner, and spray it on the tires. The foam will turn brown and the gunk will melt off. Agitate it with a wheel brush or an old mitt if necessary, and rinse.
I clean my tires before each application of tire shine to prevent build up, and I always buff the tires to get rid of the "dripping wet" look that some products leave. That eliminates flinging when you drive the car, and gives your tires more of a satin, "new" look.

I personally use Formula 88 degreaser on them with a spray bottle.
Spray on, let it sit for a minute, hand wash tire with a cleaning brush and then hose off.
It will clean anything accumulated on your tires.
Harmless on paint and chrome for short periods of time
Also good for removing grime under side skirts
BEWARE: NOT GOOD ON ALUMINUM, NON-CHROME, POLISHED LIPS!!!!

Just get some car wash soap and a brush. It will come off the tires. Always apply thin coats when applying the shine. Like somebody else said it will sling all over the car if you apply a lot.
