Would anyone tell what kind of software I need to do the following baisc tasks: cut out cars and people out of backgrounds, do basic touch up, and resize images? I am not sure if I really need Adobe Photoshop to do those basic things, but I also want to have professional results with the things I do. What do you think do I need Adobe Photoshop or is there a cheaper (perhaps free) software out there? Thanks for the help.

If you can afford Photoshop, go for it. But with any software, they are all tools for the artist (yes you). which means, it can only be as capable as what your talents and skills can do. With Photoshop, you are not short changing yourself regardless if you want to do something simple as you put it or something more complex.
