Any pictures of them on the car with the lights on? Are they different from the Orem ones?

no pics of it on the car. they are different from the oem

How do these mount? I notice the oem tabs aren't there... Do these need to be drilled into the inside of the bumper?

no they mount on the backside with a kind of hidden bolt tab.....keeps them from being stolen, something lexus should have considered also
in the first picture you can kind of see the outline of the tabs but not the whole tab
