PICS would be nice OP, also ask a mod to move this into the vehicle classifieds. this already been state/federally certified or we still have to do the legwork to legally register/insure it...

Problem is that there is absolutely no way to make 100% legal any car that was not imported AFTER it was Already 25 years old. Except for the R33 Skyline which Motor-X got pushed through the system before getting busted up by the feds for all the other illegal models they were selling..

Sure it's easy enough to get false documents to register and drive these on the road, and you can also get it insured on a stated value policy. The most common method is the vin swap. But no matter how you do it, it IS a GREY MARKET vehicle that can be confiscated with nothing you can do about it. This realistically doesn't happen to often, but it is possible if someone catches on and wants to take it, they can.

The only way to have one 100% legal is to be in the military and go through their rules of how long you can have it here.
