WTB: Fuel Pressure Regulator

WTB: Fuel Pressure Regulator
Looking for a new/used Fuel Pressure regulator for a Lexus GS400 1999. Mine has recently been flooded, and I have to get it replaced. It's costing me well over $200 from the mechanic to purchase and installation. Trades are welcome.
If someone could also shoot me a DIY on this, would be helpful too. Thanks.

It's your starter man. Not the fuel pump or regulator. Those rarely...no, pretty much never go out on these cars. It's pretty much unheard of. Now a broken starter, that's a VERY common problem people have here with the V8 GS's. Click, click, click, start. Sound like your problem? If so then 90% of my bet it's the starter.
Also, don't rule out a bad battery, not fully charged, or a loose power/ground terminal. But my bet is still on the starter being on its way out.

It's starting to sound like a bad starter to me. It goes click click click click click click click, on. SOMETIMES, if the car has been started before, and I turn it off, and turn it back on after 20 minutes, it turns on fine. I'll check everything out probably on Tuesday when I have a day off of work. Anyone in the NJ area willing to check this out for me? Really don't want to be spending $1k on something REALLY simple.
EDIT:
If I leave the key in the ignition side, with all of the lights on, sitting there for at least 30 seconds to 1 minute, the car will gurgle a little bit but won't start. If I turn it again, it starts.
