Is anyone selling 99 gs400 repair manuals vol. 1 and 2?
or know where I could buy them?

E-mail Curtis at thebestmanuals4u@hotmail.com and ask if he has any more. I bought mine (Year 2000 vol 1 and 2) from him for $135. Once I send the payment through paypal he was pretty quick to ship. Good luck!

You can get them new at a reasonable (still insane) price thru Sewell Lexus (www.lexus-parts.com). I imagine that Carson Toyota can get them as well (www.l-tunedparts.com).
