Have you tried looking at the seat tracks or the connections? You might have something stuck under there or something.
I'm getting the new gs430 perforated seats, so I might have my 98 GS400 black seats for sale. I dont know how much seats go for, but I will have both the front and rear seats and center console for sale shortly. I would have to see if my deal goes through with the perforated seats.

Checking the manual the seat has 4 motors in it. Lift motor,slide motor,vertical motor and reclining motor.
what do you have 04 GS300?
Does any of the movements work? Front lift,rear lift,recline?
Did both seats stop working at the same time?
It is odd that both seats would stop working at the same time. I thought that might be a separate seat ecu but I dont see one in the manual.
The 2 fuses for the power seats are located in driver and passenger side junction boxes. The side panel by the driver and passegers feet. The 2001 manual shows the drv. & pass side is fuse #12
