i sometimes wonder if these types of reports do more harm than good. maybe that person that's hedging on a condom says, ahh, i'll be ok. this is a safe city, and ends up with something. just a thought.

also, considering how close yonkers (B+) is to NYC (D), i wonder how accurate that grade really is.
